Could the Juvenile Detention Center in Ottawa be converted into an adult prison? That’s one question the Franklin County Commission is considering, as it comes to a decision on the future of the little-used facility. Franklin County Undersheriff, Kiel Lasswell, says even using the center as a minimum-security jail is likely not realistic:
