The Ottawa City Commission has approved a Proclamation recognizing June 19th as Juneteenth Day, the day slaves were freed in the United States. Former ECKAN Executive, Richard Jackson, accepted the Proclamation and made some remarks:
Jackson says outlawing slavery in Kansas was more of an economic development reason rather than a moral one.
