The Franklin County Emergency Management Department used to be a two person show; but, now with the retirement of Alan Radcliff, it’s a one-person show. During budget discussions with the Franklin County Commission, Department Head, Thomas Winter, says there’s one thing that’s already saving money:
Winter says he’s always around Ottawa, so he will be available in the event of any emergency. A second person isn’t really needed at this time.
