THE COMMISSION APPROVED THE PURCHASE OF THE GRADERS AS REQUESTED, BUT IT APPEARS THE PRESSURE IS ON TO FIND A LESS EXPENSIVE WAY OF BUYING EXPENSIVE EQUIPMENT.
