February is Black History Month, and the Ottawa City Commission has approved a proclamation in recognition of the event. Former ECKAN Director Richard Jackson accepted the proclamation, and he gave some observations on the fabric of the country:
Ottawa Mayor Mike Skidmore said he hopes with each generation the differences in skin color will become less and less an issue.
