The city of Ottawa is working on the budget for the next fiscal year and, as might be expected, many things are going up During the regular City Commission Meeting, Ottawa Mayor Mike Skidmore asked Finance Director Melanie Landis about a sharp health insurance increase for the proposed water reclamation budget:
