One of the requirements of the Franklin County Planning and Zoning Department is that a person wanting to build on a parcel of land have access to water, but the dilemma comes in where, in the western part of the county, no particular water district exists. Therefore the next step is to require the digging of wells. Planning and Zoning Director Pat Toth says it can be a difficult situation:
Toth says there may be a need for some new ideas that would give some middle ground in terms of fulfilling water access requirements imposed by the county.
