Who has the ultimate control over water rights in Kansas? Does the state have overall control? The answer may be a bit surprising to some when they hear what Rex Buchanan has to say. He is the Director Emeritus of the Kansas Geological Survey at the University of Kansas. He was the featured speaker at the annual Eggs and Issues Program at AdventHealth Ottawa. He said ultimately the landowner has control.
Buchanan says to really preserve water resources, there needs to be a statewide plan that governs water sources throughout Kansas.
