The Ottawa City Commission has voted unanimously to approve a controversial ordinance that is aimed at keeping homeless people from camping in certain public areas. Before taking the vote, attorney Al Harris cautioned commissioners about assuming that the new ordinance will only amount to civil cases.
The commission’s final approval of the measure comes after they repeatedly delayed taking action over concerns expressed by some homeless advocates.
