Inmate count varies from season to season. Richards says he has no rhyme or reason why the count goes up or falls, but the fewer inmates in the detention center, the better. Oddly, according to the Bureau of Justice statistics, nationwide, inmate counts typically are lower towards the end of the year, particularly around December.
