The Ottawa City Commission is looking to lower the cost for developers wanting to use the popular Reinvestment Housing Incentive District option. Finance Director Melanie Landis says one of the changes is based on the “but for” analysis requirement, where the project could not proceed or address the city’s housing goals “but for” the presence of of an RHID option:
The purpose of the RHID option tool is that it supports the residential development by capturing the increase property tax revenue and then using it to reimburse the developer for some of the infrastructure cost incurred.
