Franklin County Corrections Director, Dustin Browning, spoke to county commissioners about the year end results for the adult side and juvenile side of corrections. He says they met their goals for the adult side last year, but did not meet goals for the juvenile side. He gave some reasoning on why they fell and it might be due to changes in the juvenile criminal justice system policy that tends not to hold young people responsible for their actions:

In 2016, the State of Kansas drastically reformed the juvenile justice system, making it harder for law enforcement and the courts to keep juveniles in custody for a long enough time to see any positive results.
