The City of Ottawa has a new Neighborhood and Community Services Director. Rian Harkins has been named to the post effective December 1st. Harkins holds a Masters in Public Administration with a concentration in local government as well as a Bachelor of Science in Community and Regional Llanning. He has notable experience in neighborhood revitalization, long range planning, leading homeless programs, grant writing, administration, and capital improvement planning.
City officials say his collaborative approach and passion for empowering residents align perfectly with the commission’s vision for the city. With a proven track record as a city planner and planning consultant in Kansas, Nebraska, and Oklahoma communities, he is familiar with midwestern cities and their opportunities for growth. Harkins brings both expertise and a deep commitment to building vibrant, connected communities.
He says he is honored and looks forward to working alongside community members, businesses, and local leaders to make Ottawa’s neighborhoods stronger and the community more connected. Welcome to Ottawa, Rian!
