Last week the Kansas House passed two bills intended to provide relief to property owners and now it moves to the senate . The house passed HCR 50-11 and HB 23-96 on Friday, March 7th. The bills would create guidelines for property taxes and appraisals while also ensuring that cities and counties keep spending in check. 59th District Representative Rebecca Schmoe spoke on the House Floor concerning House Bill 23-96, saying there was a lot she didn’t like about the bill, but, it was a start:
HB 23-96 would limit the property tax revenue increases for jurisdictions based on the previous year, inflation, new constructions and certain bond payments. The bill would create an Astra Fund to provide payments to cities and counties that comply with the funding limit.
