OTTAWA – The city of Ottawa is working about one step ahead of the Environmental Protection Agency to deal with storm-water run-off under the Clean Water Act. The city doesn’t comply with the Clean Water regulations, but Ottawa has yet to be cited despite a national EPA crackdown, public works director Andy Haney. Locating the funds to get into compliance is the most difficult problem to attack, but it’s absolutely necessary because everyone contributes to storm-water run-off, which ends up in the rivers and streams, he said. The city has been looking at a stormwater utility in which everyone shares the cost of bringing the city into compliance, he said.
