OTTAWA — Ottawans have received at least a three-month reprieve from paying a new stormwater utility fee. The fee was scheduled to show up on city utility bills Jan. 1. However, new upgrades to the city utility billing system are not yet in place and need to be completed before the city can start billing residents, the city’s Sam Davis said. It will be april 1 at the earliest before the fee shows up on bills, he said.. The stormwater utility is a new program intended to help fund stormwater infrastructure projects in the community and to meet new federal water-pollution regulations. When the stormwater utility goes into effect, all homeowners will pay $4 a month. Businesses, industries and non-commercial buildings will pay according to a formula on the amount of impervious area such as roofs and concrete parking lots.
