OTTAWA — A driver hit a pedestrian at 15th and Cedar Monday afternoon. Hannah Thomas, 18, Ottawa, was struck by a hit-and-run driver, Ottawa police said. She declined medical attention. David Cook, 54, Ottawa, was later arrested in connection with the accident, police said. He was cited for failure to give information and render aid, failure to report an accident and disobeying a stop sign.
