OTTAWA — A 26-year-old Ottawa man remains in the Franklin County jail today in connection with a domestic battery incident Thursday morning in the 4100 block of Iowa Terrace north of Ottawa. Justin Wheeler was booked in the jail for suspicion of aggravated kidnapping, criminal restraint, domestic battery, and criminal damage to property after he was captured shortly before noon Thursday. After a bloody 19-year-old woman showed up at a neighbor’s house along Iowa Terrace, her assailant showed up at the neighbor’s house shortly after and they called 911. They saw the man head back to her house. Sheriff’s deputies surrounded the woman’s house, thinking the man was armed. “You couldn’t call it a standoff,” Master Deputy Jerrod Fredricks said. “We wanted to get our ducks into a row before we went in.” However, the man went onto to Ottawa, where he was spotted near the golf course. He was shortly captured on foot after officers converged, Fredricks said.
