OTTAWA — The Franklin County Commission approved Sheriff Jeff Richard’s request to reclassify the department’s open Master Deputy position to a newly created Lieutenant Colonel position at the Commission meeting Wednesday. The Lieutenant Colonel will be in charge of Administration/Records, Jail and Dispatch. The Under-Sheriff position will now be responsible for Patrol, Investigations and the Evidence Room. Current Under-Sheriff Steve Lunger has accepted the position of Lieutenant Colonel. Retired Detective Rick Geist will return to service as the new Franklin County Under-Sheriff. He has been assigned Badge number 298…the badge number worn by his son Deputy Russel Geist who died in 2011. Geist will be sworn in during the Commission Study Session Monday morning at 8:30.
