FRANKLIN COUNTY — The votes are in and counted.  West Franklin’s $14.8 million bond proposal to build a consolidated school at Pomona and close schools in Appanoose and Williamsburg was defeated Tuesday night by a sound 70% margin.  Unofficial numbers from the Franklin County Clerk’s office report 1318 no votes and 555 yes votes.  In another hotly contested area bond issue, Central Heights $1.87 bond proposal to replace the round roof on the original school building, replace bleachers and make other improvements in the gym, plus build a new band room and a locker room narrowly passed with 460 yes votes and 341 no votes.  The votes will be canvassed Monday at the Franklin County Courthouse.
