GARNETT–A Garnett man has been in the Shawnee County Jail in Topeka after leading law enforcement officers in a three county chase in a stolen pickup earlier this month. 35 year old Phillip Proctor faces multiple charges including Felony Fleeing and Eluding, Theft, and Possession of Stolen Property. The Anderson County Review reports that Proctor was driving a pickup that had been reported stolen from Garnett. The paper says a deputy tried to pull over a pickup truck for speeding just south of Topeka. The pickup fled at a high rate of speed. The chase went through Osage County and ended in Douglas County, where the pickup ran over spike strips in the road and was disabled.
