OTTAWA–Some people in Ottawa have gotten upset due to problems with their utility bills. Finance Director Scott Bird says it’s all part of the different way of processing bills and the cutoff time is 5 pm instead of 3…and there is no grace period anymore. Bird says he regrets not better communicating these changes.
