OTTAWA–The Franklin County Noxious Weed Department is battling an epidemic of thistles. Noxious Weeds Director Rick Sawin says it’s the worst thistle problem he’s ever seen, and last years’s drought is probably to blame. Sawin was one of dozens attending the Budget Open House at the Franklin County Annex.
