FRANKLIN COUNTY – A Garnett woman is in Overland Park Regional Medical Center following a two-car collision in southern Franklin County Thursday morning. Authorities say 29 year old Myranda Topp was northbound on Highway 59 near Cloud Road when her Pontiac Grand Am drifted onto the shoulder and then over corrected, coming into the southbound lanes. Topp’s vehicle broadsided a Dodge Caravan driven by 46 year old Randy Bishop of Ottawa. The Kansas Highway Patrol says Topp was not wearing a seatbelt at the time of the crash, while Bishop was properly restrained.
