OTTAWA — Rain or shine or federal shutdown, Lake Region RC&D will hold a program on handling drought situations. Lake Region has been trying the schedule the program by national drought experts based in Nebraska but has been frustrated by the sequester and federal shutdown, Franklin County comissioner and Lake Region chair Don Stottlemire said. The meeting will be Nov. 5 at the county annex in Ottawa. Shortly before Congress announced a deal, Stottlemire said he was told by the drought experts that they would come to Ottawa regardless of what happened in Washington but might shorten their program to avoid an overnight stay. Despite a recent series of rains, Franklin County and most of east central and southeastern Kansas remain in a drought status, as does most of western Kansas.
