OTTAWA — Franklin County commissioners will meet as the public building commission at 9 a.m. Thursday at the county annex to deal with two potential projects. Contractors were to submit bids by this afternoon on building and installing a futuristic geo-thermal system to heat and cool the courthouse. The county’s architect was scheduled to open the bids this afternoon. There has been strong interest in bidding for the project and several potential bidders have examined the courthouse, county administrator Lisa Johnson said. In addition, the commissioners could formally express their intent to issue bonds to pay for converting the old community college building at second beech into a law enforcement center housing the sheriff’s department and county attorney’s offices. The two projects have been estimated at about $4.2 million.
