BURLINGAME–The Burlingame City Council is up in arms over what it sees as costly overruns on upgrading the city’s electric distribution system. Two years ago the city was told by consultants that the total upgrades would cost a little over $1,000,000. Because of several change orders and other factors, the cost has gone up at least another $600,000. A representative from Morrow Engineering, which is managing the project, says one factor for the overruns is the rising price of materials.
