OTTAWA — Franklin County commissioners looked at a proposed contract Monday for health and mental services next year at the Franklin County jail and juvenile detention center that would be awarded to an Illinois company. Advanced Correctional Healthcare, Peoria, Ill., underbid Women’s Care Plus of Ottawa and the Elizabeth Layton Center For Health and Guidance, who offered separate bids for health and mental services. County administrator Lisa Johnson told she realizes commissioners are nervous about taking the contracts away from the local firms and awarding them to an out-of-state company but she said she stands by the recommendation to award the contract to the Illinois company. The company’s bid is significantly lower than the bids submitted by the two local firms, offers more in terms of services, and the company will accept legal liability for the services and treatments, she said. Commissioners are scheduled to vote on the contract Wednesday morning.
