OTTAWA–The Goppert Center is no longer free, and so far charging fees seems to be giving good results. Ottawa Recreation Commission Director Tommy Sink says during January traffic was down sharply, but he attributes that partly to bad weather as well as the fees. Sink says having to pay for using the facility seems to weed out the people who see the Center just as a hangout.
