TOPEKA — The Senate and House sent a controversial school finance compromise to Gov. Sam Brownback Sunday before leaving on a three-week break. Democrats and even some Republican legislators accused legislative leaders of sneaking by the measure via a secret committee vote at 3 a.m. The bill includes $129 million more to meet a Kansas Supreme Court order for changes in school funding. However, the bill includes several measures long sought by conservatives. The bill would eliminate tenure for teachers and provide a backdoor form of public financing for private schools and homeschools.
