DENVER — A federal appeals court has set aside an order by a federal district judge upholding Kansas and Arizona’s voter ID laws. The 10th Circuit Court of Appeals in agreed to an emergency request sought by the U.S. Election Assistance Commission and voting rights groups. The decision means Kansas and Arizona voters can continue to register to vote using the federal registration form without having to document their citizenship. Earlier, U.S. District Judge Eric Melgren ordered the federal agency to immediately modify federal voter registration forms to require Arizona and Kansas residents to prove their citizenship.
