OTTAWA–Something strange happened in Ottawa in January, but it was a good development. Serious crime dropped by 40%, which shocked everyone, including Police Chief Dennis Butler. Butler says he doesn’t know the reasons for the dramatic drop, but he hopes it’s a new trend.
