TOPEKA — Westphalia farmer and rancher Bill Pracht has been appointed by Gov. Sam Brownback to the Kansas State Board of Agriculture.  Pracht will serve a four-year term.  The state board reviews and makes recommendations on the Kansas Dept. of Agriculture’s legislative initiatives and proposed rules and regulations.  Pracht is chairman of East Kansas Agri-Energy, which operates the Garnett ethanol plant.
