OTTAWA — A Minnesota man was arrested by Ottawa police Sunday morning for theft after he was found with a stolen semi-truck. Ottawa police said they took Ivie Popplewell, 26, Winona, Minn., into custody and recovered a stolen 2000 Peterbilt truck at Love’s Truck Plaza south of the city.
