OTTAWA–The annual National Law Enforcement Memorial Service was held at Faith Lutheran Church in Ottawa. Police Chief Dennis Butler paid tribute to Captain Robert Cowdin, who died in 1963 while trying to control a riot in Garnett. He also paid respects to Deputy Samuel A. Smith, who died in a car crash in 2010 while responding to a domestic disturbance call.
