OTTAWA — An Ottawa man came in second in his race Tuesday afternoon. First place went to the Ottawa police. The only metal he won came with the cuffs. Police said they were trying to pick up Travis Bishop, 31, on an outstanding city warrant when he fled. They caught up with him in the 600 block of South Linwood Avenue. Police tacked on additional charges – interference with law enforcement and possession of drug paraphernalia.
