OTTAWA — Ottawa city commissioners formally took the first step Monday in requesting a special U.S. Dept. of Agriculture loan of nearly $9 million to help provide utilities to the new Proximity Park industrial site south of Ottawa. Both the city and Franklin County are jointly developing the site, with most development work to begin next spring.
