GARNETT — The Adjutant General’s Department will formally turn over the National Guard armory over to the city of Garnett in a ceremony at noon Thursday, after that, the city commission will consider what to do with it.  The Garnett Parks and Recreation Board recommends that the city use the armory as a recreation center.  The National Guard closed the Garnett and several other armories as part of cost-cutting measures announced by Gov. Mark Parkinson to cover a state budget gap.  City manager Joyce Martin said most Garnett residents want the armory to be used for recreation programs.  She said she has also received requests to use it as an after-school center, a community meeting area and a skating rink.  Volleyball, biddy basketball and senior exercise programs will be moved to the armory, she said.  She also said she hopes to move a parks department crew and equipment to the north motor pool area of the armory.
