Franklin County law enforcement officers were among many thousands of officers and others observing peace officers Memorial Day yesterday. At a ceremony in Ottawa near the old courthouse, sheriff Jeff Richards referred to lieutenant colonel Dave Grossman, who is a leader, a leader in training and law enforcement, Grossman refers to law enforcement as sheepdogs.

Richards and others paid tribute to Ottawa police captain Robert C. Cowdin who died of a heart attack while helping to control a riot in Garnett in 1963. Tribute was also paid to Franklin County sheriff’s deputy Sam Smith who died in a car wreck in 2010 while responding to an emergency call.
