OTTAWA — Two rural fire departments stood by for downed power lines during Friday’s storms. The Richmond Fire Department had a downed line in the 200 block of South Cherry in Richmond. Wellsville firefighters were called to a downed line at Utah and Thomas roads west of Wellsville.
