TOPEKA — The only applicant to build and run a state-owned casino in the Wichita area has withdrawn its application. The Kansas Lottery saids the Chisholm Creek Casino has requested a refund of its $25 million bidding fee it paid the state. The refund is being processed. The Lottery will likely ask for new bidders.
