Franklin County organizations are trying to prepare for housing the homeless this winter, Richard Oglesby with Franklin County United Way says they plan to use pop-up shelters.
Oglesby says the local homeless problem is much worse than most people realize. He says people are sleeping in skunk run, camping on the levee, and bedding down in other places totally unacceptable for human habitation.
