OTTAWA — As Kansas secretary of revenue, Joan Wagnon has a unique view of the state budget gap and its impact. And she said legislators who think they’ll find favor with most voters by preventing tax increases are mistaken. Most Kansans are increasingly demanding that the state properly fund state education, elderly and social-welfar programs, she said. She spoke at the recent Ottawa Egg & Issues breakfast.
