OTTAWA — Franklin County commissioners awarded bids Wednesday for this summer’s chip-and-seal highway maintenance program and to repaint the new surfaces on those county roads. However, Commissioner Don Hay told county administrator Lisa Johnson he wanted to see a better paint job on the new surfaces of the redone roads. Johnson said that contractors and wait at least a month and a half and sweep the roads before they’re painted.
