OTTAWA – Wal-Mart Distribution Center director of human resources Steve Harris has filed for the Republican nomination for District 4 of the Franklin County Commission. Harris said his experience in budgeting and management will be useful to the county as it struggles with budget problems. He is the second Republican to challenge Republican Commissioner Don Hay, who is seeking re-election.
