OTTAWA — Ottawa city commissioners continued their work on next year’s budget. Monday afternoon, they reviewed budget proposals by city finance officer Scott Bird for secondary funds, most of which are funded by tax money – including community services support, general-obligation bond retirement, auditorium, airport, special drug and alcohol, risk management and wastewater debt fund. Bird said the biggest change is to the risk management fund, which will rearranged to cut the city’s insurance costs over the long term.
