OTTAWA — Franklin County commissioners are spending this week going over next year’s budget. Franklin County Emergency Management director Alan Radcliffe told commissioners Monday although his budget is barebones, it’s higher because of a new federal mandate. All county departments must change to narrow-band radio frequencies in the next few years, he said. And that will be expensive, he said.
