Governor Laura Kelly says such a bill would push Kansas back into the dark ages and called the measure a political attack on women’s rights that would hurt the state’s business climate. Republican senators say an amendment would put the power back into the hands of lawmakers. If the proposed amendment is approved by the house, it will appear as a question on the august primary ballot
