OTTAWA — The city of Ottawa must complete a $250,000 study that proves the levee system is safe to the Federal Emergency Management Agency. The study must be done by fall 2011. City manager Richard Nienstedt said the levees have been redone and they’re inspected annually and he said he’d rather not pay for the expense of doing the study. However, the city will have to do it because without says that without the study, downtown business owners would have to pay flood insurance as if the levees weren’t there. This summer, the city is also doing another federal-required study on stormwater runoff into the river.
