OTTAWA — Wal-Mart Distribution Center executive Steve Harris is waging the most expensive campaign for Franklin County Commission. Harris is mounting a Republican primary challenge against 4th District County Commissioner Don Hay. In his campaign finance filing, Harris reported receiving more than $2,550. He reported spending $1,830. Hay and the other Republican challenger, Ottawa business owner Mark Evans, filed paperwork that says they don’t intend to raise or spend more than $500 in their campaigns. There are no Democrats in the race.
